Can we use the I-551 stamp of approval in Luis' passport to apply for a SSN? Or is it absolutely necessary to wait for the actual Green Card before going to the Social Security office?

Did he already apply on his visa application DS-230 part II? If so, the card should show up inside of 4 weeks with no further action.
If he did not, or you are willing to risk getting two numbers assigned, he CAN use his endorsed MRIV (the visa) as equivilant evidence at the SSA.
I'll have to check on the DS-230 thing. Thanks for the heads up!
