when you look at your visa on the uscis.gov it will say a date and that means that it was touched.

Go to the USCIS Home Page, create and account, and anytime your file is touched the "date of last review" will change. You just have to remember the dates each time you look at it. For example, I got my NOA1 on 1-16-2007 and my account was updated on 1-22-2007 which means that my file was handed to someone, scanned, and placed in the pile. When they get to it again, they will scan it, the date will change on my USCIS account and hopefully I'll get my NOA2. Does that help. If not, here is the USCIS link:
