my daughter got her conditional permanent resedent status now
can she sponsor our family now
No, only US citizens can sponsor parent/siblings. It doesn't take long for a parent of USC to become a permanent resident. However, siblings of USC have to wait 10-23 years (depends on the country) before they can get an immigrant visa.

my son is 15 years old i want him to do higher education in u.s
is there something called as age limit to enter the u.s for a family .
yes in some cases, but not if sponsored by USC sibling....
Once you become a permanent resident (let's say in 4 years), you can sponsor your son. Here the age will play part as wait can be 5-7 years (under 21 according to USCIS, check the rules how the age is calculated ) or 10 -15 years for PRs children over 21.
Look into student visa for your son.
