We have nothing to do now. So we're thinking to go see Niagara Falls from Ohio, where we are now. Question: what kind of paper she has to obtain before leaving the US for Canada to be OK to come in and return? Right now she has only the (CR-1) visa issued by the US Consulate in Saigon besides the Vietnamese passport.

Both passports (yours and hers) and the CR-1 visa (which is a conditional GC) will be sufficient to visit the Canuck (more spectacular) side and return to US.
