The city of issuance should be on the passport, right under the "Authority". Mine says "Passport Agency San Francisco". This should also be the same on your Naturalization Certificate.

I think what AnhMap's asking is his wife's passport.

Your wife's passport should say something like:
Nơi Cấp/Place of Issue: Cục Quản Lư Xuất Nhập CảnhCrossed breed between Immigration and Foreigner Management Office, under the State Department but has something to do with the Interior Department, all comes down to "The POLICE"

Your wife can put down the place where she picks up her Passport, most likely HCMC itself. Unless she is from the North, then Ha Noi.
We put down: HCM City for place of issue, no trouble! The consulate knows there are only a few places where you can have your vietnamese passport issued.
