So I call the NVC again because earlier when I spoke with the rep I forgot to get my NVC case number. Max (the rep) says "Oh I see it was sent to the Mumbai Consulate today Feb. 28," I'm like what?! The Mumbai consulate? Why Mumbai when hubby lives in Delhi and has for years. The response I got was that beacuse we married in Goa, they had to send it to the embassy closest to the place of marriage. It was then suggested I contact the Mumbai Embassy if I had questions about the process once the package arrived.
I call the Mumbai consulate and they say that they only process visa requests for those petitioners who RESIDE in their zone. My husband clearly does not reside in their zone. Just to be on the safe side, I then called the New Delhi Consulate and after numerous tries finally got through to a very nice gentleman who said this is a common problem they face and that hubby has to come down to the Consulate to file a transfer request form. He estimated the entire transfer process would take two weeks.
Has anyone else run into this problem? If so is there anything else I should be doing that maybe the consulate failed to tell me?
Also when I spoke with the rep from NVC I was told they don't send out an assignment of agent form etc with the I129f petitions. The guy said they simply get the forms in and send them on to the embassy. Does anyone knows what comes next since they are holding the i130's now when both have been filed in cases of marriage based visas?
Sigh** everytime I Think I have this process figured out just a wee bit, another complication arises.

But they do tell the truth.. for a K3, the visa must be processed in the country of marriage no matter where you may live... In India, because they are the only country with more than 1 immigrant visa issuing post, they may break it down further stating that the interview must be done at the consulate under the control of the area of India that marriage was performed...
