I keep reading all these posts about both forms being approved at the same time.... so I guess I'm getting my hopes up. (And stalking the status website plus the postman!)

Depends on the consulate you're dealing with. What country will he interview in?

He will be interviewing in Singapore.

Then it's possible he could have his visa by May. Looks like they issue interviews 30 days from receiving packet 3 if the embassy information is still correct.
