http://www.senate.gov In most cases, it is better to write an official letter and follow it up with constant phone calls to the congressman's office.
They only ask their assistants to prepare a letter that will be sent through diplomatic means. Be sure to explain everythiing and useful refernces and dates in your letter and how you can be reached. You must prove that your case is special and deserve their intervention. Their letters get attention...a lot of it anyway.
