Second question :If the new law won't change, where should I file my I130? we have an apartment in arizona.
I was wondering, where will I get interview? embassy? ( My family and I are living in UAE) or USA?

I have 2 suggestions for you:
1-Wait before deciding to file anything. You are with your family; barring some other emergency, you don't need to be in the US yesterday. New instructions for people in your situation WILL be forthcoming, just not this minute. There will be some mechanism in place for you to file overseas.
2-The K-3 is not a required visa, and may not be most appropriate for your situation. You can do some back up research now and if you feel that filing immediately in the US is best for you, you'll know how and how much it will cost. You still have the option of pursuing the Immigrant Visa (no K-3) which is the same outcome you'd get from a "DCF" case.
And one piece of information. The DCF only affects where the petition gets filed. The beneficiary will still have to interview at the Embassy serving her residence (UAE) for her visa. The US citizen is not normally interviewed in an Immigrant Visa case.
