With the language problem, I am not sure that he was asking to do something illegal. We need more info before you condem. Even if he had an invitation, the embassy in Algiers will never give him a visitors visa.

Not trying to condemn.... clear to me he is asking for someone to supply him with a invitation letter.. so he can come to the US....
