I've been filling out the I-131 which is a travel permit basically and it looks like the instructions for photos are out of date, it says photos must be shot on FILM and have a 3/4th's frontal view. Not a single passport shop in town shoots on film. Is there any new info on the requirements?

Yes they are out of date, use standard 2"x2" passport photos facing forward.

Did you use this method on the I-131? All the other forms use the method you mention, only the I-131 asks for the 3/4 style in film.

Yes I use this method with all applications, also look at the link I sent you the document clearly states the photo requirements and number of pictures required by various forms including I-131
USCIS follows the photo standards set by the Department of State.
