I have been seeing it on VJ lately.
The only Adam Walsh I have heard of is the boy who was kidnapped and murdered many years ago.

Because the law amongst many things modified immigration law requiring all family based petitioners to be checked to see if they are in essence pedophiles.

Yup, same Adam Walsh (John Walsh's son that was murdered). The consulates do not have the checks in place to screen petitioners properly like USCIS and NVC have. The law prohibits any petitioner convicted of certain crimes against children to be able to petition for anyone.
It's a good law, just poorly implemented (like IMBRA).
