Hello!!!

I am a US citizen, borned and raised in Venezuela. My mother, a US citizen married to a Venezuelan citizen, reported my birth at the consulate, (consular report of birth abroad). Although I have never lived in the US, I have spent almost all of my vacations there, visiting our family.

I am an engineer and although I am working in Venezuela I am planning to go to the States and raise a family. I am engaged to marry soon with my fiancé, a Venezuelan engineer, who has been my boyfriend for the last four years.

First: Can I apply for a spouse visa via Direct Consular Filing?

Second: Since I don’t have any financial means; my brother, who lives and works in the US, volunteered to be my affidavit of support co-sponsor. Do I need to declare a domicile in the US before applying for the visa? Since I don’t have one, may I use my brother's address as my domicile?

Read about the recent changes that occurred just this past week affecting the DCF process which has all but eliminated that option (at least for the near term future).
