Okay, now that I got my NOA2 I'm trying to get Snow (my fiancee) prepared for the stuff she is going to have to do. Item one on the list will be for her to get a passport. Problem is she doesn't know who to ask or where to go, and neither do I. She tried calling our embassy in Beijing and they referred her to some pay-per-min line at another US embassy (I guess guangzhou). But to get a Chinese passport she needs to contact her government, not ours...
She's tried asking her friends and family, but none of them has ever had to get a passport, so they don't know. At this point I'm clueless. Does anyone here know what the Chinese have to do to apply for a passport?

Have her contact her local police office for a passport application.
