I just received my I-797, Notice of Action Notice type Receipt Notice. Is this my NOA1? and when can I send my I-129?

So I assume you sent of the I-130 correct and that wat the NOA1 is for?

From my understanding, you can file the I-129 anytime after the NOA1. The question you want to ask yourself is do you really want to file for a K3 visa? It seems to be taking as much time to get a K3 as opposed to a CR1/IR1.. and you'd be saving some money at the same time.

The instructions on the I-129F form tell you where to send it if you are filing for K3 (hint: Chicago).

Have you read the guides?

The I129F is totally optional - USCIS will not tell you to file it.

The instructions for the I129F explain where it is to be filed if you want to.

Next step, because the I-129f petition is not required because not all petitioners opt for k-3 and are simply satisfied with IR1/CR1.

I797 Receipt notice is the NOA1.

As others have said, the I-129F (for the K-3) is optional. You can just use the I-130 route but it will usually take longer because the I-129F normally goes through the NVC quickly while the I-130 gets additional processing.

In short:

I-129 is generally quicker but requires more steps after your wife is here because you have to adjust status, get a social security card, and green card
I-130 is generally longer but your wife comes into the country with a green card and social security number and no need to adjust status
