I don't think that's true. You pay a processing fee of 65 pounds (standard for any visa application) and a medical cost (which you pay prior to the interview.) I can only suggest this link:

This does not apply to K1 Visa. This is for IR visa. I dont know if CR visa also paid this amount for visa application
My sister paid $380 address to NVC for my mom IR5 visa application.
