Are we suppose to staple the photo's to the I-156 forms before we get to the interview, or do they do that there? I'm a little confused because there were photo requirements in both packets.

hello, as far as I know, you have to glued/paste the pictures in your DS-126 already. Because US embassy here in Manila is very strict with that. the applicants should paste/glued their pictures to their forms before they enter the buildings.
