What I heard it is better to contact the italian embassy in Washington DC, and read & follow the instructions, and send whatever is requested then to the italian consulate in S. Francisco (if you depend on S. Francisco).Regarding AIRE, I heard that if you are not in the AIRE list the passport process can be delayed. Once I got married (last september) I sent the form for AIRE, and I know that in Italy in my last City Hall where I used to live, they received it. Try to filled out as soon as possible that form (AIRE form) in order to get faster the passport, explain to the italian consulate you depend on that you must go ASAP to Italy. Unfortunately in USA the Italian embassies/consulates have been having just few employees (I heard) and the poor italian citizens are hopeless.....................so unfair!!!!!! I am sorry you can't get in touch with the SF consulate, I had my share of problems with Philadelphia...but eventually I got a hold of a person from the Passport Office who straightened things out for me. I can get in touch with this person very easily if you want, she replies to me very quickly, usually the same day too, but even if I asked her about timelines and waiting periods her answer probably wouldn't be helpful to you since it is a different consulate. That's why I replied with the info I had to your other thread but not to this one since I didn't deal with SF. I assume each and every consulate is different when it comes to these things, the only thing they have in common is probably that they are painfully slow and difficult to deal with...
Even the embassy in DC is not that helpul...It's really hard to get in touch with them too. I drove there since I live 20 minutes away from it but still my county is under Philadelphia (3 hours drive...crazy!!) so because of this nobody was helpful and just told me to get in touch with the right place.
I hope you'll get what you need, if not next time you go to Italy have it renewed over there.
