the question is
25. Have you ever been issued a Russian visa?
Do they mean visa as in tourist or visa for citizenship?
I went to Saratov Russia to be with my fiancee so does that mean I shoud answer this question yes?
Again sorry for the silly question but we all know how important for these things to be just right.

This is the same on our visa apps too.
They want to see if you have a pattern of entering/exiting, where you're going, who's been sponsoring you, etc. Remember, the USSR wasn't that long ago!!!
(Here we call it the Patriot Act... at least that's what we call it now.)
Plus, once you've entered, you're in the system, so it should be easier for them to approve you this time.
