About 10 days ago, I received a packet 3 for a K-1 visa from the Embassy
in Tokyo, not from the General Consulate in Osaka where I want to have my
interview. My fiance is sure that he filled in rightly I-129F that I would
apply for a visa in Osaka, Japan. Am I supposed to go to Tokyo?
Can somebody tell me?

Yes, you will definitely have to go to Tokyo for your interview. My wife had an interview for a tourist visa at the Osaka consulate and told them that an I129F petition for her K1 had already been filed. The consulate told her that her K1 Visa interview would be in Tokyo and it was.

Osaka is not an immigrant visa issuing post. Although the K visas are non-immigrant visas, they are processed only at immigrant visa issuing posts.
