The I-864 form in the example forms is the old one, not used by USCIS anymore.

That's true for USCIS... which would be most AOS cases.
For embassies and consulates (ergo, also the NVC), their grace period is until Jan. 17, 2007 (180 days from final rule date of July 21, 2006)
