Is a cover letter required while sending the (DS-230 + passport photocopy+barcode sheet) back to the NVC?

It's not required. I didn't send one. But it seems like a lot of people do it. I had no problems. My interview is in 3 weeks!!

A cover letter is not required. I did not send a cover letter for DS 230 packet, but I did send a cover letter with I-864 packets where I mentioned what documents were being sent with I-864.

I did, as stated because it was required, but obviously not necessary if it works for others!
