My wife now has her greencard but we need to amend her passport to have it updated with her new name before we can travel back to the Philippines.

I heard I need to go to San Francisco for this (The closest to us).

Does anyone know where we go for this and what we need to bring? How long it takes, etc?

Many wait to renew passport till it needs to be renewed, and book Foreign Spouce tickets in maiden name and bring a copy of marriage certificate on the trip.

Yes many do, just book her ticket in her maiden name so that it matches her passport. When you return to the states, they may want to look at marriage certificate and will want to see the green card to reenter the country.
