Perhaps the problem in your "case" is that your "fiance" is from Ukraine/Mozambique and the NVC doesn't know which embassy/consulate to forward your "case" to!
But if they are not sure where to send the file, should they not send me an RFE or call me instead of just keeping quiet? They have my phone numbers.

Which country is she a legal resident in? If that is the country to which your application was filed, then NVC will send the case to the U.S. embassy of that country. If you can't get a definitive answer from NVC, then you will just have to wait for your notification from them. Be patient.
