I understand her concern.......It depends on the government agency you are presenting the form to, just because it is valid in the USA, doesn't mean it will be accepted.
Case in point - my Ghanaian marriage certificate is valid/recognized in the USA, BUT the California DMV
refused to accept it to let me change my name. However, Social Security and the US Department of State (Passports), both Federal level, accepted it with no problems.
