Usually, but not necessarily.
If a K1 comes to the USA with an offer of employment, or otherwise has reason to believe that they can find work quickly (McDonald's and the like are always hiring) applying for the EAD can be worthwhile even if they do not receive the EAD before it expires.
From I-9 "
If employees are authorized to work,but are unable to present the required document(s) within threebusiness days, they must present a receipt for the application of the document(s) within three business days and the actual document(s) within ninety (90) days. "
A K1 does not need an EAD to work during their 1st 90 days in the USA - all they need is evidence that they have applied for the EAD. And an employer who is savvy enough to understand.
