What is access health care? If it's health insurance that you pay for out of your own pocket, it's fine. If it's Medicaid or another fedeal or state-funded health insurance program for low-income people, it probably is means-tested.

"Means tested" benefit is a benefit that is funded by the state or federal government and has been determined to be a "means tested" benefit by the government that funds it.

Federal benefits that must be repaid are: Supplemental Security Income (SSI), food stamps, TANF, non-emergency Medicaid, and SCHIP.
