Can I submit tax transcripts for the past 3 years for the I-864 or must they be the actual returns?

You can submit the transcripts, and you should be able to send only the previous year..

The instructions with the I-864 even indicates Tax Transcripts.

QUOTE
25. Federal Income Tax Information.

You must provide either an IRS transcript or a photocopy from your own records of your Federal individual income tax return for your most recent tax year. If you believe additional returns may help you establish your ability to maintain sufficient income, you may submit transcripts or photocopies of your Federal individual income tax returns for the three most recent years.
