Because K3s are not employment authorized incident to their status, as K1s are (for their brief 90-day life as a K1). K3s have to apply for employment authorization.
That's the way the law creating K3 status was written.

No, it does not depend on the state of residence. I-765 applications are processed on a national basis at the National Benefits Center in Missouri, independent of state of residence.

MARRIED.....K1 get married in the US they have 90 days to adjust status, the ead doesn't extend beyond that!!
