If you choose, both can continue to be processed, but from what I understand if they end up at the consulate at the same time the consulate will pursue the IR/CR1.
At this point the K3 will be at the NVC very briefly and then go to the consulate. It really depends on which consulate to determine the average wait once it gets there.
The I-130 will continue to be processed at the NVC, and this can take up to 6 months, or even longer - so it is entirely possible that you will get the K3 first.
If you do get the K3 first, you then have the choice of going back to the consulate when the I130 interview is scheduled OR dropping the I-130 altogether and staying in the U.S. and applying for AOS. Hope this helps
