I was wondering if anyone knew if it was possible to have Packet 3 sent to a different address than the one they have on file for my fiance?
He will be visiting his brother for a couple of weeks right when the package is due to arrive, so I was wondering if there was a way for him to get it there.

It could happen if your fiance changed the address during the process. Mine was sent to the address I used on the I-129F but then I moved and changed it with the NVC, but the consulate never got the new one so they sent mine to my old address. I called them and they sent a new packet 3, even if I didn't really need it.

Your fiance(e) need to inform and tax the new address to her local embassy.
