Full Version: How early can I apply based on the 5-year requirement?

Hello, I need some help here. My fiancee is getting ready for filing N-400 form to become a US citizen. His permanent resident 5th year aniversary is on 12/20/2006. Does he has to wait until then to apply? The instructions say that he could apply 90 days before the "continous residence requirement". Does he qualifies to file? Or does he has to wait for his 5th year anniversary?
