Are you sure that DS-230-I is not used for the K visas? If Juarez doesn't it will be the first post I've heard of to not use it.
Form OF-167 (now DS-2000) is just an informational form, as your post indicates. And I observe that in addition to continuing to use the old designation the version used by Juarez is abbreviated. Anyway, it's good to see it pointed out that this is the form that sets for the requirements for meeting the public charge provisions, not the I-134, and that I-134 is not a requirement but an option at the discretion of the consular officer.
Please update us and let us know what forms and documentation are asked of you once you've had your interview.

Not for the K1 - only for immigrant visas. Also, they don't use the I-134 - they use their own Form OF-167 although you can use the I-134 to make it easier. Also, no police records necessary for MX.
