I hope someone can help me with that:

We have been married for 2 years now. I am an Egyptian doctor. At the time of application we were in Cairo so I put down the preferred interview embassy as Cairo. Now we are living in Australia, so I sent my new address to the NVC, along with the AOS Bill. They received it n the 17th of July, and it is almost 3 months now and I heard nothing from them.

I called them and they said "it is under review, but we cannot give you a time frame" !!! so what does this mean? has any one faced something like that? does any one know how long does it take? and, can they refuse changing the Embassy?

I am guessing your I-130 was pulled for review and it was selected for detailed review. Most agencies have these random reviews as regular procedure and they cannot tell you any type of timeframe. Good luck and hopefully it will not take too much longer.

Have a read of the instructions on this form and for its purpose. I cant open it right now to double check as I am having issues with adobe.

Well, i think the form u referred to should be sent to the USCIS, but m file now is past that, it is with the NVC. I had a lawyer speak to them and they saud just fax us the new address. I actually emailed that lawyer again ..he sent the NVC an email saying "this delay is unacceptable , so send the forms immediatelyand that "We don’t want to be in a position where we have to go to Federal Court on a Mandamus." I dont really understand what that means but I hope it helps.

I was thinking I should also contact the congress person of my wife's last residence and see if he an help, what do u think?

Google 'Writ of Mandemus' to find out what it is.. seems a bit over the top for a response at this point, but I guess MrLawyer wants to earn his fees?
