My fiance is a Korean, and was working in China when we applied for the petition. She now quit her job and waiting for an interview in Seoul. We asked for the visa interview in Seoul Korea in the petition when we filed back in May, and NVC assigned a case number to Seoul embassy originally when I called yesterday.

I called today whether they sent it out to the embassy yet, and they told me I was reassigned a case number to China because my fiance's address is in China. I remember clearly I requested the interview to be held in Seoul, and put her home address in Seoul as well. I sent an email and a fax to correct this issue but not sure whether they will get this before the shipment leaves.

What happens if the petition already sent to the China embassy? Has it happened to anyone yet?

Oh no, this is not good, I really don't know how to go about fixing this problem. Have you spoken with someone at NVC to find out if the petition has been sent out yet, or if they know if it will be sent out to China? I would think it would be up to NVC to correct the problem since they made the mistake. Try calling NVC again and inquiring further, that is what I would do anyway...
