I filed the I129f petition in June 2006, but we are seeing if we can get married inthe foreign country. Is it possible to get married, file the I 130, and have the I129F forwarded to the chicago service center? (The california service center has not started reviewing the I129f yet.)

You would have to cancel your K-1 application (no refund/no reuse for K-3) then submit your I-130 and then a new I-129f for the K-3 after you have the receipt notice from the I-130.

I highly recommend that you read this page and the linked page on Immigrant Visas, and soon.

Read this, too, for context:

This would be instead of the K-3.
