when i read about a person receiving a "packet 4" is that what you receive after having sent in what was requested in a "packet 3" ?? and whats in it? is it some more forms and directions, and also your interview date?

This is country specific.
With that said, "usually" packet 3 contains documents you need to present to the Embassy/Consulate prior to the interview. Packet 4 "usually" contains interview information.
