I recieved my NOA1 today. I see a paragraph in there that goes like this:
"Notice to all customers with a pending I-130 petition - USCIS is now processing form I-130, Petition for an alien relative as a visa number becomes available. ....."
Is the above statement new or is this how its supposed to be? Does this new policy affect the time it will take to get an approval? I am sorry but I am freaking out. I am sure some of you can put my fears to rest. Thank you very much.

Hi in regards with your question, i think that I-130 pending that they were saying is for the LPR (Legal Permanent Resident) " " i just think huhhh! like me, with a priority date. Since your case is K1 or IR1 (Immediate Relative), they're saying before, that if you're immediate relative there's no visa availability to wait because it's always current. Forgive me I still don't get it. Is the I-130 process going to take longer?

No, its normal USCIS lingo. No need to freak out and enter panic mode!
Relax, chill, have a beer, wait for 6 months to have the complete process completed. Good luck!

That phrase is normal and yes the I-130 does take longer than the I-129F. by several months.
The I-130 though, in recent cases, has been approved even faster than the I-129F due to IMBRA issues. Currently though, the I -129F's are beginning to be approved faster than the I-130.
Look under the Guides section at the top of the hone page on this web site for information and timelines for both I-130 and I-129F
