This is actually a question for a friend of mine. Does she have to file I-130 for each parent, or can she file I-130 for her mom and then her dad would be listed in there as well?

She has to file the I-130 for each parent, so two forms, then there will be two affidavidts of support and two medicals, so two lots of fees for everything. She also has to be a USC, LPR's cannot file for parents, hope this helps.
