Does anyone know the steps to bring my wife's sister to the U.S.?
Her sister is a minor and wants to finish high school in the U.S.
Is it possible?

Your wife will have to be a USC before she can sponsor her sister and then it will take years for a visa number to become available....
FAMILY-SPONSORED PREFERENCES
First: Unmarried Sons and Daughters of Citizens: 23,400 plus any numbers not required for fourth preference.
Second: Spouses and Children, and Unmarried Sons and Daughters of Permanent
Residents: 114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, and any unused first preference numbers:
A. Spouses and Children: 77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;
B. Unmarried Sons and Daughters (21 years of age or older): 23% of the overall second preference limitation.
Third: Married Sons and Daughters of Citizens: 23,400, plus any numbers not required by first and second preferences.
Fourth: Brothers and Sisters of Adult Citizens: 65,000, plus any numbers not required by first three preferences.
These are the dates that are now getting Visa's
All Other China India Mexico Philippines
4th 01AUG95 01OCT94 01JUL95 01JAN93 15FEB84
So going by that it would be about 11 years after your wife becomes a citizen before her sister could come to the USA...

I take that to mean that I cannot sponsor my sister-in-law's visa?

She is not your sibling.
There is also the F1 Student Visa.
She would need to show non immigrant intent, which could be the down fall.
Plus of course funds to pay for tuition and living expenses.
