There is a system to their processes. They seem to generate on a Monday/Tuesday so this is the time to check the automated messages.

I spoke to an attorney and she told me that the DS-230 does not need to be signed, its that true, she said that it could be signed at the havana interest section. I am waiting to get it back hopefully tomorrow, however I was wodering.

I have not heard of a DS-230 not needing to be signed before it is submitted to NVC. I do know that if one has an attorney the process of submission of forms/bills to NVC are different.

It takes about 2 weeks for NVC to generate the DS 230 packet after the IV bill is processed.
DS 230 part I must be signed by the beneficiary before submitting to NVC. But DS 230 part II must not be signed when submitting to NVC or when take it to the Embassy for interview. part II has to be signed during the interview in front of the consular officer.

The automated system will only list the latest message. Sounds like the DS-230 has already been generated and sent. Call and speak to an operator just to double check. If in the affirmative and you are using the shortcuts, then you can send off the DS-230, generated barcode sheet and required documents.

Click on the appropriate link for what is required. If the top link does not apply to the country of the applicant/beneficiary, then you are only required to submit part I along with a photocopy of the biographics page of the passport
Instructions for Immigrant Visa Applicants (applying in Albania, Canada, Lebanon, Philippines, Turkey, United Arab Emirates or on the continent of Africa) When one is required to submit both parts 1 & II and all documents listed in the above link, the NVC reviews all documents and schedules the interview. Part 1 should only be signed not part II as that has to be signed at the interview stage in front of the conof.
Instructions for Immigrant Visa Applicants (NOT applying in Albania, Canada, Lebanon, Philippines, Turkey, United Arab Emirates or on the continent of Africa)When one is only required to submit DS-230 part 1 and a copy of the biographics page of the passport, the consulate will schedule the interview.

If the beneficiary is not from Albania, Lebanon, Turkey, Philippines, Canada, UAE, and the continent of Africa, then DS 230 part I and photocopy of the passport biographical information pages of the beneficiary will need to be submitted to the NVC. Make sure, you send them to NVC, if the beneficiary is not from the above mentioned countries. If the beneficiary is from the above mentioned countries, then send all required documents to NVC. Good luck to you.
