When my foreign spouse moved, I attempted to change his address via the toll free line. They said that THEY could not change addresses, that I'd have to change it with the consulate.

Both my husband and I wrote to the consulate. No response.

So, we wrote to our local USCIS service center as well.

Then, when we found out our I-130 was approved, we wrote to the USCIS and to the NVC clarifying the new address.

Well, today we found out that they still have his old address on file and that they sent a packet out to the old address.

I have one question!

Just how the hell do you change your address with these guys?!?!

I tried everything I could and the address was never corrected! Now it's causing a delay. I'm pretty upset. It's like everyone says it's someone else's responsibility. What happens to the letters they receive? Does any real person actually read them?

Sorry for the "obscenity", but I'm upset today! We're getting so close, and now this delay which is clearly due to a mistake or omission or just plain disorganization or laziness at the USCIS and NVC.

Not the first time have seen this happen unfortunately. If you call the NCSC number as well as sending a letter of change of address then one must always follow up by calling to ensure they have indeed done so. As for NVC, wasnt the new address put on the DS-230 when it was submitted?

We did call the NCSC number, who told us that THEY WERE NOT RESPONSIBLE for changing the address of the foreign spouse. We wrote to the USCIS anyway, but when the NCSC told us they didn't have the new address, they refused to correct the address.

The DS-3032 is sent to the foreign spouse at the same time the AOS bill is sent to the U.S. spouse - so the DS-3032 went to the address on file, the wrong address - despite the fact that we have proof of mailing change of address letters to our USCIS service center, the US Consulate, the NVC, and the NBC.

So far, eveything sent to the "alien" is being sent to the WRONG address. That would include, I assume, the IV bill and the DS-230 package.

What do they do with all of those change of address letters, I wonder?

I'm at my wit's end as to how to get anyone to actually change an address in whatever computer systems/databases they are using!

Ok, now Im more in the picture of what is happening. The only things that NVC would send to the foreign spouse is the DS-3032, the IV Bill and the DS-230. Until the DS-3032 is received by NVC, the IV Bill will not be generated.....Until the IV Bill is paid, the DS-230 will not be sent. If you havent yet done the DS-3032 then you can can email the choice of agent to the NVC (see the timesavers thread, the link is in my signature). If the USC is made the choice of agent then everything will be sent to the USC, solving the problem of the unchanged address. When the DS-230 is then filled out, the correct address is used. You can use downloadable forms and self generate the barcodes. (see James Shortcuts in the timesavers thread).

You were supposed to specifically file and submit form AR-11, change of address form, not a letter, nor made phone calls.

An AR-11 change of address form is ONLY for an alien once they are in the US, which must be filed within 10 days of moving.

What I meant to say is that, whether in the US already or out, the AR-11 IS an official change of address form, unlike a phone call or personal letter.
