My Fiance paid her local travel agent Rs. 2,000 ($50) and he did all the work and delivered the clearance to her house in three days (If I remember correctly). Tell your Fiance to contact his local travel agent that he trusts.

I have also heard that you can find local people lingering around the passport office who can get it done by bribing the right people. Although, that would be my last resort -- I like Vishrit's idea better and safer.
