I am amazed that there have been no responses to zixuandavid's post of the 2006 recommendations of the CIS Ombudsman, in particular recommendation #3 since there is so much discussion on the topic in the Travel and Work Prior to Adjustment forum.

Some discussion of the recommendation has taken place in the Usenet Newsgroup <alt.visa.us.marriage-based>, here.

Particularly interesting is poster folinskyinla's post #10 in the thread.

The Ombudsman suggests changes, USCIS balks at them, next years report will say the same thing. As if the USCIS is going to give up $180+ million in revenue from EAD cards wink.gif

Other than D.O.R.A., what has he suggested that has actually been implemented?

If fees are set correctly the USCIS can afford to give up $180+ million in revenue from EAD cards because it won't be experiencing $180+ million in costs to process EAD applications. The Ombudsman addresses that point in his recommendation.
