I have to send money to my mom in Thailand by next Friday (about $800). Anyone know what's the cheapest way (lowest fee) to send money there? Is Western Union cheaper than wire transfer? Or is there any other choice? Thank you for your help.

I would suggest you to try Moneygram. You can go to walmart. Your mom can get the money in 5 minutes after you sent.
