I was reading my timeline and others as well. it says "Based on timeline data, your I129f may be adjudicated as early as ______________". Does this mean that the I129 will be approved in that time frame or does it mean timme to interview or time to NVC, etc.

The estimate is determined from information that other members have entered into their timelines. And this is from NOA1 To NOA2.
Dont hold your breath on the "estimate" each case is really just its own.
Once it gets to NVC some cases pass through in a few days as others can take weeks and some months.
