Everyone is new at some point of this process. I think, the VJ timeline is based on the average time for VJ users. Yes, it is possible that your I-130 can be approved by USCIS. But, don't bet on it. An I-130 can be approved in about 2-6 months fromt the time of filing. After the approval, USCIS forwards the approved case to NVC. NVC does not approve anything, they just collect and process the further paperwork and send the case to the Embassy/Consulate, once the case is complete at NVC.
