If i filed for an I-130 for my husband, then the type of visa he is getting is a Permanent Residence, or a CR/1 right? So, once my application is approved, does it skip the NVC, since i did NOT apply for a k-3 visa? Will the application go directly to his consulate?

Your file will be at the NVC for few months. If you send everything that they will ask for promptly, then the NVC process can be done by two and a half months.
