My fiance tried to schedule his interview appointment with the Special Interest Section in Havana. He went online and sent in the request and received a response this afternoon that they have no appointment dates available at this time and will contact him when one opens up in the future.

There are lengthy delays normally of 3 to 4 months in getting an interview there, but I cannot believe that they do not have any appointment dates left to schedule him in. They gave us no idea when this might be. Is there anything I can do?

I would appreciate any ideas. We began this process last year and had a bad experience with our attorney, (he took all our money, but did not file any of our papers), and had to begin the whole thing over this year. We were hoping to have him join me before the end of the year for our wedding.

According to their website, the applicant can also call the Consular Section. There are also instructions if calling from the US. Maybe your fiance should try calling and then if he can't get an interview, you could also call. This is from their website:

Prospective applicants for immigrant visas or special parole receive application packets through the mail (either Packet Four or "superpacket"). Once the applicant has assembled all required documentation, including a medical examination, Cuban police certificate, and Affidavit of Support (Note: Only Form I-864 can be accepted for family-based immigrant visa cases, and only Form I-134 can be accepted for Diversity Visa cases, Fiancée Visa cases, and all parole cases.
