Considering CSC supposedly received most if not all of the 10,000 being held because of IMBRA, I would bet this is just CSC. VSC already started.

Actually, I think some of the recalls may have been from NSC as well. Mine for example:
K1 petition mailed to NSC Feb 28
NOA1 March 6 from NSC
NOA2 March 31
NVC sent to Paris April 12
Fiance rec'vd pkt 3 April 24
Fiance returned pkt 3 May 5
Email from CRIS-USCIS petition "received" June 16/17
Email from CRIS-USCIS case reopened on Motion of USCIS June 20
Two I 797 Notices of Action received from CSC June 24 (one that petition received, one that case reopened by USCIS after review at request of DOS)
I assume by all of this that our case was one of the recalls, although none of the communciations so far has actually said that. The thing to note, is that my petition was originally filed and approved at NSC, then returned apparently to CSC, where it has been "reopened", and that I will receive a notice under separate cover once all action has been completed. NO mention of IMBRA, RFE, or any other clue as to what this is about. I am going under the assumption it is related to IMBRA due to the March 6 NOA 1 date.

Everyone getting one is from Vermont. And thatīs a lot of people.
All 1100 recalled cases are from Vermont.
I donīt think most if not all of them are from California...
The 1100 in Vermont are ones that had already been issued P2. The larger number (other posts and news articles indicate it is around 10,000) are being processed in CSC. At least that is my understanding from what I have read.
